Hon. Mrs. Justice Mugeni Siwale Mulenga is a Judge of the Constitutional Court. She was appointed to the Constitutional Court 11th March, 2016. Justice Mulenga holds a Bachelor of Laws degree from the University of Zambia and a Master of Laws Degree from the University of Wellington. She was admitted to the bar in 1995.
Prior to her current appointment, Justice Mulenga served as Judge of the High Court from 2010 to 2016. Justice Mulenga also served as Director at the National Water Supply and Sanitation Council (NWASCO) from 2009 to 2010 and as Secretary to the National Water Supply and Sanitation Council from 2000 to 2009. She also practiced in the Attorney General’s Chambers under the Ministry of Justice. During her tenure at the Attorney General’s Chambers from 1995 to 2000, Justice Mulenga served as a Senior State Advocate in the International Law and Agreements Department , State Advocate and Assistant Senior State Advocate.
Justice Mulenga is the current Chairperson of the Judiciary Advisory Committee on Training and Continuing Education and is a member of the Advisory Committee on Court Annexed Mediation and Delay Reduction.
Justice Mulenga is a Weinstein JAMS International Fellow. She is a member of several professional associations, including the Zambia Association of Women Judges and the International Association of Women Judges.
